Officer’s Report THE SITE
1.1 The site is the curtilage of the HSBC Bank which sits on the corner of Prospect Hill and between Nelson Street and John Street in the centre of Douglas. The building is an ornate one but relatively new, having been newly constructed under the provisions of PA 94/00975/B. The building has its main entrance onto Prospect Hill where there are also Automated Telling Machines (ATMs) alongside the entrance, accessible from outside the building. THE PROPOSAL - 2.1 Proposed is the installation of replacement ATMs, which is the subject of another application, PA 15/00380/B and associated vinyl signage which is the subject of the current application. The machines are very similar to the existing, one remaining slightly lower to be accessible by those in wheelchairs. The signage will be similar to the existing in content and size and the glazed panel below and above will also be replaced to accommodate the new machines. PLANNING STATUS AND POLICY - 3.1 The site lies within an area designated on the Douglas Local Plan of 1998 as Predominantly Offices. The site lies within the Athol Street/Victoria Street/Duke Street Conservation Area designated in 2007.
3.2 The Strategic Plan requires that development within a Conservation Area preserves or enhances the Area (Environment Policy 35). PLANNING HISTORY - 4.1 The site has been the subject of numerous applications for the installation of signage, repositioning of ATMs and alterations to the building, none of which is considered relevant to the consideration of the current application. REPRESENTATIONS - 5.1 Douglas Borough Council indicates that they do not object to the application (11.05.15). ASSESSMENT
6.1 The proposal results in minimal change to the appearance or character to the building and involves relatively little change in terms of scale relative to the building as a whole. As such, the proposed replacement signage associated with the new ATMs is considered to have a neutral impact on the appearance and character of the area and is recommended for approval.
