The officer considered the main issue to be the impact upon the character and appearance of the building and Castletown Conservation Area.
Environment Policy 35
Requires that within Conservation Areas, development must preserve or enhance the character or appearance of the Area and protect special features. The officer assessed the proposal's impact on the Nautical Museum and Castletown Conservation Area, finding that the rear picture window is not visible publicly, doors complement local timber features, and roof light is modest, thus preserving the character.
Planning Circular 1/98, The Alteration and Replacement of Windows
For buildings in Conservation Areas, windows not readily visible from public thoroughfares must have the same or similar pattern of glazing bars as originals. The officer noted the picture window allows clearer views into the boathouse but is not publicly visible; existing French windows were not original, so strict glazing bar replication was not required, and the change was acceptable.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
