1.0 THE APPLICATION SITE
1.1 The site is the curtilage of King William's College, a private educational establishment situated on the north eastern side of Castletown. The site is 38 acres in area and contains sports pitches, residential accommodation associated with the school, a chapel, educational and associated administrative facilities and other sports facilities including a swimming pool and changing rooms which are situated at the western edge of the main building group.
1.2 The buildings on site are a mixture of styles, heights and finishes with some buildings which are registered. The buildings on site are clearly visible as landmarks from both the A5 Castletown Road and the A12 Derbyhaven Road.
1.3 This application is associated with the arts and crafts block which is located to the north of a pavilion. The buildings to the east of the arts and craft block are the gym, swimming pool, sports hall and changing facilities.
2.0 THE PROPOSAL
2.1 The current planning application seeks approval for the erection of a fully glazed UPVC framed storm porch to the southern elevation of the arts and crafts block.
2.2 The porch would project 1.6 metres from the elevation and would have a width of 2.6 metres. The porch would have a lean to roof with a maximum height of just less than 3.1 metres.
3.0 PLANNING HISTORY
3.1 King Williams College has been the subject of quite an extensive planning history for alterations and the creation of new facilities, none of which are considered materially relevant in the assessment of this current planning application.
4.0 PLANNING POLICY
4.1 The application site lies within an area zoned as College under the Area Plan for the South 2013. The main college building is Registered, as are the pavilion, the chapel and both

sets of entrance gates.
4.2 In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered relevant to the assessment of this current planning application:
General Policy 2 states: "Development which is in accordance with the land use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: a) is in accordance with the design brief in the Area Plan where there is such a brief; b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the space around them; c) does not affect adversely the character of the surrounding landscape or townscape; f) incorporates where possible existing topography and landscape features, particularly trees and sod banks; g) does not affect adversely the amenity of local residents or the character of the locality; h) provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space; i) does not have an adverse effect on road safety or traffic flows on the local highways;
5.0 REPRESENTATIONS
5.1 Castletown Town Commissioners have no comment regarding the current planning application (17/03/2015).
6.0 ASSESSMENT
6.1 The arts and crafts block to which the storm porch is proposed is not a Registered Building nor does it adjoin a Registered part of King Williams College. Elements of King William's College are included on the Protected Buildings Register, namely the Main School Block adjacent to the application site. Of consideration in this application therefore, is the impact of the development upon the existing building and the impact of the proposal on the setting of the Registered Building.
6.2 The storm porch is considered to be a relatively modest form of development and is not judged to appear as a prominent feature upon the arts and crafts block or within the surrounding area. Given the modest size of the proposed extension and its location, the proposal would have little impact upon public amenity and is not considered to adversely affect or undermine the main block of King Williams College.
7.0 RECOMMENDATION
7.1 For the reasons set out above the development contained within this planning application is deemed acceptable and is concluded to accord with the provisions set out in General Policy 2 of the Isle of Man Strategic Plan 2007 and as such the planning application is recommended for approval.
8.0 PARTY STATUS
8.1 In line with Article 6(4) of the Town and Country Planning (Development Procedure)(No2) Order 2013, the following Persons are considered to have sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application: the applicant or, if there is one, the applicant's agent; the owner and occupier of the land the subject of the application; Highway Services, and the Local Authority in whose

Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
