1.0 THE SITE 1.1 The application site is the curtilage of 87 Parliament Street, Ramsey which is a mid- terrace, single storey property which is to the southern side of Parliament Street. The property was used until recently as an office.
2.0 THE PROPOSAL 2.1 The application seeks approval for the change of use of existing office to a retail unit to be used as a charity shop. The shop would operate from 10am till 4pm Monday to Saturday.
3.0 PLANNING HISTORY 3.1 There are no previous application which are considered to be specifically material in the assessment of the current application.
4.0 DEVELOPMENT PLAN POLICIES 4.1 The application site is within an area zoned as "Mixed Use" as identified on the Ramsey Local Plan 1998. The site is not within the Ramsey Conservation Area. Given the nature of the application it is appropriate to consider General Policy 2 of the Isle of Man Strategic Plan (20th June 2007).
5.0 CONSULTATIONS 5.1 No representation received.
6.0 ASSESSMENT 6.1 The site is within the Mixed Use part of the Town Centre and therefore the use is considered to be appropriate for this location. The hours of operation are limited to typical working hours, given that the site is within a Mixed Use area this is considered to be acceptable and is unlikely to have an unacceptable impact upon the amenities of local residents.
6.2 Whilst no parking is provided within the site, this is the existing situation. Given the location of the site within the Town Centre it is judged that there would be sufficient customer parking in the area in general and therefore additional car parking is not required as part of the proposal.

7.1 In conclusion, for the reasons given the proposal would comply with the relevant planning policies and therefore recommended that the application be approved subject to conditions.
8.0 PARTY STATUS 8.1 In line with Article 6(4) of the Town and Country Planning (Development Procedure)(No2) Order 2013, the following Persons are considered to have sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application: the applicant or, if there is one, the applicant's agent; the owner and occupier of the land the subject of the application; Highway Services, and the Local Authority in whose district the land the subject of the application sits.

C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
