All new retail development (excepting neighbourhood shops and those instances identified in Business Policy 5) sited within the town and village centr
Requires new retail/office development (with exceptions) in town/village centres on zoned land. The salon (Use Class 1 Shops) is out-of-centre in industrial zone, but officer found it acceptable as products are specific to hairdressing not available in high street stores and no detriment to centres.
Business Policy 5
On industrial land, permits only industrial/storage; retailing exceptional if items unsellable in town centres due to size/nature or produced on-site without detracting from town centres. Hairdressing not industrial but commercial; exceptionally allowed as it meets non-detriment test given site parking/services.
Business Policy 10
Retail only in town/village centres except neighbourhood shops or BP5 instances. Proposal deviates as out-of-centre but justified by applicant circumstances, site suitability, and no viability impact on Castletown/Ballasalla.
