In this instance of the submitted an application for the discharge of conditions, a cover letter and a Preliminary Roost Assessment by Ecology Vannin and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 7 of application 22/00682/REM with the understanding an additional check for bats will be carried out 24 hours prior to demolition.

Officer’s Report
1.0 Description
1.1 The proposed application 22/00682/REM for the reserved Matters application to PA No 21/01435/B for the erection of a dwelling and associated ancillary accommodation was approved on 12/05/2023 subject to 12 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 7 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:
'Prior to the commencement of development, including demolition, construction and enabling works, a Preliminary Roost Assessment shall be undertaken on building B2 (as

23/10134/AIR referenced within the MWT's Bat Survey Report), to check its suitability for hibernating bats, and the results submitted to the Department in writing for approval. Should the assessment determine that hibernating bats are likely to be present then hibernation surveys will be required, together with further avoidance and mitigation measures. All works must then be undertaken in full accordance with any additional specified avoidance and mitigation measures as agreed by the Department.
Reason: In the interests of biodiversity.'
2.0 Proposal
2.1 The applicant's agent have now submitted an application for the discharge of conditions, a cover letter and a Preliminary Roost Assessment by Ecology Vannin. The report concludes that there is a lack of evidence to show that bats are present and that an additional check should be made 24 hours before demolition takes place due to the mobile nature of bats.
3.0 Consultation
3.1 The DEFA Ecology Policy Officer was consulted for advice on the satisfaction of condition. The advice received on 18/12/23, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses as long as demolition takes place to Ecology Vannin's recommendations of checking for bats 24 hours before demolition. They also confirm that they were aware of some pre- commencement was required to allow access to the building for the assessment to be carried out and were content with it.
4.0 Recommendation
4.1 In this instance of the submitted an application for the discharge of conditions, a cover letter and a Preliminary Roost Assessment by Ecology Vannin and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 7 of application 22/00682/REM with the understanding an additional check for bats will be carried out 24 hours prior to demolition.
