IOMSP General Policy 2 (b), (c), (g), (h), (i) requires development to respect site character and surroundings, protect amenities, and satisfy highway safety including parking. The officer assessed that extensions are subordinate with no harm to character or increased neighbour impact vs prior approval, and driveway provides net parking gain without safety issues. ENV42 design requirements for locality character were met by reduced scale and retained lawn.
