Officer’s Report
1.0 THE SITE 1.1 The application site is the curtilage of 1 Close Corlett, Peel which is a two storey detached dwelling which is located at the entrance to Close Corlett. There is an existing conservatory at the rear of the property which opens out into a large garden.
2.0 THE PROPOSAL 2.1 The application seeks approval for the removal of the conservatory and installation of bi- folding doors. The bi-fold doors would be powder coated aluminium.
3.0 PLANNING HISTORY 3.1 The previous planning applications are not considered to be specifically material in the assessment of the current application.
4.0 DEVELOPMENT PLAN POLICIES 4.1 The application site is within an area zoned as "Predominantly Residential" identified on the Peel Local Plan 1989. Given the nature of the application it is appropriate to consider General Policy 2 of The Isle of Man Strategic Plan (20th June 2007).
"Development which is in accordance with the land use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the space around them; c) does not affect adversely the character of the surrounding landscape or townscape; g) does not affect adversely the amenity of local residents or the character of the locality."
5.0 CONSULTATIONS 5.1 Peel Town Commissioners indicate that they do not object to the application (19.02.15).
6.0 ASSESSMENT 6.1 The key consideration in the assessment of the application is the impact upon the character and appearance of the property and its impact upon the street scene.

6.2 The removal of the conservatory and installation of bi-folding doors is considered to be fairly minor alterations which would not have any significant visual impacts given that the rear of the property is not overly visible from the main public thoroughfares. There is planting on the boundary which has a sod bank and shrubs.
6.3 The proposed development is considered to be unobjectionable and as such it is judged to be acceptable.
6.4 For the above reasons the application is recommended for approval.
7.0 PARTY STATUS 7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material; (d) The Highways Division of the Department; and (e) The local authority, Peel Town Commissioners in whose district the land the subject of the application is situated.

Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
