1.0 THE APPLICATION SITE 1.1 The application site is 3 Bourne Place, Ramsey, which forms part of a row of two- and three-storey terraced properties located on the eastern side of Bourne Place and south of Market Hill. The ground floor of number 3 is currently vacant. The most recent use of these vacant areas was retail.
1.2 The application building has two floors and a pitched roof with a chimney stack at its south-western elevation where the building adjoins an adjacent unit that has a Dutch façade at its second floor.
1.3 It overlooks Parliament Square, part of the main retail area in Ramsey Town centre and which has recently seen some major physical regeneration works.
2.0 THE PROPOSAL 2.1 The application seeks approval for the erection of illuminated signage. The signage would be individual mounted letters with three traditional lamps above providing lighting.
3.0 PLANNING HISTORY 3.1 The application site has been the subject of a number of previous planning applications; however, only the following is considered specifically material to the assessment of this current planning application:

4.0 DEVELOPMENT PLAN POLICIES 4.1 The application site is within an area zoned as "Town Centre Mixed Use" identified on the Ramsey Local Plan 1998, the site is also within the Ramsey Conservation Area. Given the nature of the application it is appropriate to consider Environment Policy 37 of The Isle of Man Strategic Plan (20th June 2007).
5.0 CONSULTATIONS 5.1 Highway Services indicate that they do not oppose the application (02.02.15)
5.2 Ramsey Town Commissioners indicate that they do not oppose the application (23.02.2015) but make the following observation:

"the proposed illuminated signage is not considered to be appropriate within a Conservation Area"
6.0 ASSESSMENT 6.1 The key consideration in the assessment of the application is the impact upon the character and appearance of the Conservation Area.
6.2 The lettering is individually mounted on the frontage. The style is considered to be appropriate to the character of the area and appears to be of a high quality. The materials are not glossy or highly reflective.
6.3 It is judged that the signage enhances the appearance of the property and therefore the area in general.
6.4 The application does proposed three traditional lamps above the signage which are also appropriate in terms of appearance and design.
7.0 RECOMMENDATION 7.1 No objection is therefore raised in respect of either public or private amenity issues, and it is recommended that planning approval be granted.
8.0 INTERESTED PERSON STATUS 8.1 In line with Article 6(4) of the Town and Country Planning (Development Procedure)(No2) Order 2013, the following Persons are considered to have sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application: the applicant or, if there is one, the applicant's agent; the owner and occupier of the land the subject of the application; Highway Services, and the Local Authority in whose district the land the subject of the application sits.

This approval relates to drawings reference number S/2281/1 REV A, Site Plan, Location Plan, Lighting Details and Sign Details (13.3.15) received on 23rd January 2015 and 13th March 2015.
