Officer’s Report
1.0 Description
1.1 The proposed application 22/00399/B for the proposed demolition of existing farmhouse and outbuildings and redevelopment to provide replacement dwelling was approved on 16.01.2023 subject to 19 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Conditions 6 and 14 which the applicants are seeking to satisfy.
1.3 Specific wording of the conditions as follows:
"Prior to commencement of the development hereby approved, a detailed plan, including species and methodologies, for the creation of the semi-natural habitat features - tree planting, wildflower areas, new boundary features and retention pond shall be submitted to planning for written approval. The development shall not be carried out unless in accordance with the approved details.

"Notwithstanding the details that have been submitted, the development hereby approved shall not commence until a detailed landscaping strategy has first been submitted to the Department in writing to be agreed.
The landscape strategy shall include details of hard surfacing materials, planting plans (at a scale not less than 1:100), written specification of planting and cultivation works to be undertaken and schedules of plants (no non-native species), noting species, plant sizes and proposed numbers / densities and a programme for the implementation, completion and subsequent management of the proposed landscaping.
Any proposed planting should be in accordance with details contained within the Planting Palette provided as part of the Strategy.
The hard surfacing details shall include details of planters and samples showing the texture and colour of the materials to be used. The development shall be carried out in accordance with the approved scheme and shall be retained as such thereafter.
Reason: To ensure that the development achieves a high standard of design, layout and amenity and makes provision for hard and soft landscaping which contributes to the creation of a high quality environment."
2.0 Proposal
2.1 The applicant's agent have now submitted an application, covering letter, Landscape Plan 01 of 02 and Landscape Plan 02 of 02.
3.0 Consultation
3.1 The DEFA Ecopolicy Officer was consulted for advice on the satisfaction of condition. The advice received on 24.07.2023, after their review of the submitted documents, concluded that more detail was needed for the creation of the pond (including species list) and details about its design to ensure that sloping sides are incorporated for the use by wildlife and that species lists for the semi-natural features are yet to be supplied.
4.0 Recommendation
4.1 As the agent has not provided these additional details, a request was sent out on the 13th March 2024 requesting the additional information within 2 weeks or the application would have to be rejected which the agent acknowledged. As this date has passed without the submission of the requested detail it is not considered that the requirements of Condition 6 and 14 has been adequately met.

I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
