1.0 THE SITE 1.1 The application site is the curtilage of Marown Church Hall, Peel Road, Crosby. The building sits higher than the highway and is a simple rectangular building with a pitched roof running parallel with the highway, there is a smaller outrigger to the front in the form of a projecting gable, and this has a dummy chimney stack and a window in the gable end. The roof appears to be grey slate with terracotta ridge tiles. There is an ornate ventilator on the roof which is currently allowing birds to enter the Church Hall and rain when the wind is blowing in a certain direction.
2.0 THE PROPOSAL 2.1 The application seeks approval for the removal of the ventilator and repairing the roof.
3.0 PLANNING HISTORY 3.1 The following previous planning applications are considered to be material in the assessment of the current application:

4.0 DEVELOPMENT PLAN POLICIES 4.1 The application site is within an Area of High Landscape or Coastal Value and Scenic Significance identified on the 1982 Development Plan. While not zoned for development it is appropriate to assess the application against the general considerations set out under General Policy 2.
5.0 CONSULTATIONS 5.1 Marown Parish Commissioners indicate that they do not oppose the application (02.02.15).
6.0 ASSESSMENT 6.1 The key consideration in the assessment of the application are the impact upon the character and appearance of the building and the street scene in general.

6.2 The ventilator is an interesting feature on the roof but is not significant in terms of its contribution to the building as a whole. While the loss of the ventilator would be unfortunate it is no longer serving its original purpose and is in need of repair.
6.3 The building while fairly attractive has been altered over time in terms of the installation of new windows and the removal of redundant chimney stacks; as such the building has no longer retained the original character and appearance of the building.
6.4 The Church Hall is not Registered nor is it within any Conservation Area. Given that a number of alterations have been carried out to the building, the retention of the ventilator is not considered to be essential.
6.5 While it is in interesting feature it is considered that the removal of the ventilator would not have an adverse impact upon the character and appearance of the building as a whole or the street scene in general.
6.6 For the above reasons the application is considered to be acceptable and is recommended for approval.
7.0 PARTY STATUS 7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material; (d) The Highways Division of the Department; and (e) The local authority, Marown Parish Commissioners in whose district the land the subject of the application is situated.
