Question 22 Additional Information Greenhills Sanctuary IOM is a registered charity with a written constitution approved by Isle of Man Attorney General's Office. It operates in accordance with the IOM Charities Registration and Regulation Act 2019 and the IOM Charities Regulations 2020. It was set up to take in and care for domestic and farm animals in need of care. These animals are likely to fall into the unattractive adoption proposition category for a member of the public. This does not mean that no steps are taken to seek their rehoming but that it is charitable to continue to provide a home for them in the sanctuary if reasonable steps to find a suitable home for them failed. Sight will not be lost of a desire to re-home the animals, but in many cases that option will not be available.
Larry is a sheep. He was mauled by a dog, had no back end and one leg down to the ligaments. Sheep that have been bitten by dogs cannot re-enter the food chain. Took me 8 to 10 months to have him walking again and the skin to come together.
Maureen is a sheep. Came to me as a lamb she had inverted eyes - Entropion. This is a genetic condition and the sheep shouldn't be used for breeding. (Nothing at the Greenhills Sanctuary IOM procreates)
Both sheep would be left to die or shot by a farmer.

Max is a dog. He has been re-homed on a number of occasions due to his aggressive tendencies around food and when he feels confined. He has a history of biting people when in a car and of attacking a police officer when Max was being removed from a previous unsuitable home. At Greenhills Sanctuary IOM Max can eat on his own, then have time to socialise with other dogs in a safe and secure environment. He has a set routine which involves time outside in the fields but most importantly the set routine reduces the triggers for his reactive behaviour which allows him to receive the love and attention he needs. When Max arrived he was constantly on guard and easily triggered, since joining the pack and following his personalised routine Max is no longer as reactive, he however would most likely return to his former state if he were to change environment.
Bobby is a dog. He has been rehomed a number of times due to biting people including those he is close to. He will snap when he feels threatened such as when you put a lead on him or encourage him to go into a confined space. Greenhills Sanctuary IOM is Bobby's last chance since he would not be rehomed in a conventional home due his volatile nature. At the sanctuary he has responded well to a set routine in a safe and secure environment. While he still needs to be given his space and his idiosyncrasies must be respected, on an average day he will not snap, will eat, spend time in the fields and socialise with the pack.
There are a number of chickens and cockerels get thrown over my gate. All have to be treated for lice, worms, scaly leg or bumblefoot. Ex battery hens with prolapsed vents. I believe strongly they have a right to live and not be euthanised due to them having mental health or physical health 'imperfections'
Aims for container (non-fixed structure) To enable charity staff to spend more time onsite with animals. To promote physical and mental wellbeing of charity staff. To provide a workspace To provide storage Objectives To have storage space for animal passports, movement records, and Department of Environment, Food and Agriculture records. To have a workspace for conducting charity business such maintaining financial records required by the Attorney General's Office that is separate from the Chair of the Charity's residential address. To have a space for changing clothes when weather conditions change. To have a kitchen to prepare snacks and get refreshments. To have rodent proof storage so that supplies for the animals can be bought in bulk thus reducing costs. To provide adequate and appropriate toilet and welfare facilities as per Isle of Man government recommendations outlined in Farmwise Your essential guide to health and safety in agriculture (www.gov.im/categories/business-and-industries/agriculture/): Seeing that there is a risk of illness from hazardous substances and from muck or other animal products carrying potentially hazardous micro-organisms it is recommended to provide:
Pedestrian and vehicle access, Roads and Rights of way: No new or altered vehicle access from public highway is proposed; No new or altered pedestrian access is proposed; No new public roads are to be provided within the site; No new public rights of way are to be provided within or adjacent to the site; Proposals do not require any diversions/extinguishments or creations of rights of way.
Waste Storage and collection: Waste collection is provided weekly or fortnightly as required by Northern Parishes Refuse Collection Service who operate in line with Lezayre Parish Commissioners. Temporary waste storage is afforded by the 1100lt commercial bin provided. Refuse is ultimately deposited at the Isle of Man Government-operated Energy from Waste facility, therefore only waste suitable for incineration should be deposited in the bin. Recycling facilities for glass, aluminium, tin cans, paper, magazines, packaging card and textiles are provided at the entrance to the Station Road Car Park, Ramsey and Balladoole civic amenity site accepts: Fluorescent light tubes; Lead acid batteries (i.e. car batteries); Dry cell batteries (rechargeable or single use batteries); Scrap metal; Garden waste; Glass; Cans; Plastic bottles; Paper; Clothing; Dirty engine oil.
Vehicle parking: no defined bays currently on site
Assessment of flood risk: site is not within an area at risk of flooding. Proposals do not represent an increase in flood risk. Cains Gordon Bell Advocates provided a survey at point of land purchase in 2014.
Biodiversity and Geological Conservation: Biodiversity will be enhanced by allowing the land to remain unfarmed. Other than the controlled grazing of a limited number of animals the fields, trees and hedgerows are left to the care of themselves in line with the ethos of "re-wilding" as far as is practically possible. I'm passionate about leaving things in nature alone to promote wildlife, in particular birds and bees. There are no known features of geological conservation importance.
Trees and Hedges: The perimeter of the land is delineated by trees and hedges. The maintenance of these trees and hedges is of paramount importance to Greenhill Sanctuary IOM since they provide a natural boundary to the land for keeping the animals safe and secure.
Residential units: This proposal does not include the gain, loss or change of residential units.
Hours of opening: Greenhills Sanctuary IOM is not generally open to the public. Members of the public may access the site when delivering an animal and there is a requirement for relevant paperwork to be completed.
Landscaping: all existing trees and hedgerows surrounding the site are to be retained for screening of the site and animals. As will all other mature trees throughout the site. The overall site landscaping will be maintained tidy and this will include: a) removal of fallen trees and branches for the hedgerows and borders; b) new post and rail and timber fencing to form paddocks and enclosures to suit the animals' needs and to ensure a level of security to the Sanctuary; c) tidying of hedgerows and all other areas with additional top soil/compost/bark chipping/etc as appropriate.
Proposed change of use from solely Agricultural to land and associated building for the keeping of horses, other farm animals and other animals in the unattractive adoption proposition category (for a member of the public) as part of an Animal Sanctuary and Charity.
The immediate proposal includes provision of the container (non-fixed structure) in line with aims and objectives outlined above. As suggested during the previous site visit the container is to be cladded in 1.5 mm shiplap cladding to blend in with the environment and pre-existing structures.
