Officer’s Report
1.0 THE SITE 1.1 The application site is the curtilage of Belvelly, Belmont Hill which is a two storey dwelling which is within a relatively large plot of land which is bound by a Manx stone wall on all boundaries. The site is to the south of the highway and to the south of the application site is "Glenmore" another detached dwelling.
2.0 THE PROPOSAL 2.1 The application seeks approval for the erection of a first floor extension and other external alterations including timber cladding to the new first floor extension and the existing gable ends. The hipped roof conservatory would be replaced with a pitched roof, tiles to match the existing.
2.2 Also proposed is the erection of a summer house to the north east of the house. The summerhouse would measure approximately 5m x 3.8m and would be constructed of timber. There would be French doors and windows installed in the front elevation.
3.0 PLANNING HISTORY 3.1 There was an application submitted in 2006 PA 06/00647/B which was for the erection of a first floor extension to front elevation, this application was approved.
4.0 DEVELOPMENT PLAN POLICIES 4.1 The application site is within an area zoned as "Offices - Existing in Parkland" identified on the Douglas Local Plan 1998. The property is being used as a dwelling and is adjacent to other residential properties it is therefore appropriate to consider the points set out in General Policy 2 of the Isle of Man Strategic Plan (20th June 2007).
5.0 CONSULTATIONS 5.1 Douglas Borough Council indicates that it does not oppose the application (16.01.15).
6.0 ASSESSMENT 6.1 The key considerations in the assessment of the application are the principle of the development, the impact upon the character and appearance of the property and the impact upon the amenities of the neighbouring properties.

6.2 While the application site is within an area zoned as "Offices - Existing in Parkland" it has an established use as a dwelling. Given that the site is zoned for development and it would be an extension to an existing property it is considered that the principle of development is acceptable.
6.3 The proposed extension and external alterations would be in keeping with the existing dwelling and the addition of vertical timber cladding would add an element of interest to the character and appearance of the building. The proposed first floor extension would be adjacent to the highway. It is considered that the impacts upon the neighbouring properties would be minimal given the proximity of the extension to the adjacent neighbouring properties, the closest being "Glenmore". The site is set down from the highway and therefore the extension would not appear unduly overbearing when viewed from the highway.
6.4 The proposed extension and external alterations are considered to be acceptable and would not have an adverse impact upon the street scene or the amenities of the neighbouring properties.
6.5 Also proposed is the erection of a detached summerhouse, this would be adjacent to the boundary wall of the application site. The ridge line of the summerhouse would be visible above the boundary wall but the visual impact is considered to be minimal.
6.6 The timber summerhouse is considered to be a fairly minor addition to the site which would not have an unacceptable impact upon the character and appearance of the site or the street scene in general.
6.7 For the above reasons the application is considered to be acceptable and is recommended for approval.
7.0 PARTY STATUS 7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material; (d) The Highways Division of the Department; and (e) The local authority, Douglas Borough Council in whose district the land the subject of the application is situated.

C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
