My name is Natalie Radford and t am writing on behalf of Baker Tilly Isle of Man of 2a lord Street, Douglas, Isle of Man, IMl 2BD. I would like to express an interest and seek interested person status (under criteria 2(1)(a), (c) and (d) of the Town and Country (Development Procedure) Order 2013 Determination of Interested Person Status) in relation to Planning Application number (IS/00011/B. The relationship between our offices and the proposed development is " that we are physically adjoining the site. Our comments are as follows: 1. Development is located alongside a Conservation Area (Athol Street and Victoria Street) and does not protect and enhance the fabric and setting (Strategic Policy 4 and Environment Policy 36) 2. The development as proposed is visually intrusive and notably in relation to the flue installation 3. Concern is expressed with regards smells and fumes (windows to upper floor accommodation are openable) 4. Development includes a bar without any information relating to hours of use or restriction to diners (Change of Use was refused on 22.07.02 planning application 02/00850/C) 5. Concern is expressed in relation to likely noise and disturbance and notably in relation to extraction, kitchen location and between different uses 6. No allowance has been made for car parking for staff, dining or potential take away clientele 7. Any proposal for a take away facility is likely to result in rubbish, noise and additional vehicle movements and car parking issues. Furthermore there is no provision for collection/delivery vehicles. Concern in local Area Plan 3.4. 8. Full elevations are not shown as part of the application 9. The extractor flue is not shown on the plan drawings 10. Impact on the neighbouring premises not shown as part of application 11. Change of Use from Class 1 to Class 3 will impact on the use of the upper floors as high quality professional offices 12. The development falls within the Douglas Regeneration Area (Scheme 2013) but does not enhance the appearance and quality of the Island's town centre 13. No design statement, retail impact assessment or transport assessment have been submitted as part of the submission 14. No information has been provided in relation to window and any external signage as part of the submission 15. Community Policy 4 states development is only permitted if it can be demonstrated that retail use is no longer commercially viable or cannot be made commercially viable I look forward to hearing from you and receiving acknowledgement of my email.
