1.0 THE SITE 1.1 The application site is the curtilage of 115, Malew Street, Castletown which is a two storey traditional end of terrace property. The rear of the property backs on to a yard and garden and a row of garages which are within the application site.
1.2 The cottage is double fronted, it has traditional timber sliding sash windows and a timber door, the door has a solid timber panel at the bottom half with a glazed section in the top half, this is split in to four glazing sections.
2.0 THE PROPOSAL 2.1 The application seeks approval for the installation of replacement windows and door in the front elevation and replacement windows in the rear elevation.
2.2 The replacement windows in the front elevation would be white uPVC sliding sashes and the replacement windows in the rear would be top hung casements. The replacement door in the front elevation would be constructed in uPVC; it would have two panels at the bottom and a single glazing section at the top.
3.0 PLANNING HISTORY 3.1 The property to the north of 115, Malew Street is 117, Malew Street, this is also in the ownership of the applicant. The following previous planning application relates to 117, Malew Street:

4.0 DEVELOPMENT PLAN POLICIES 4.1 The application site is within an area zoned as "Predominantly Residential" and is also within the Castletown Conservation Area identified on The Area Plan for the South 2013. Given the nature of the application it is appropriate to consider Environment Policy 35 of The Isle of Man Strategic Plan (20th June 2007) and Planning Circular 1/98.
5.0 CONSULTATIONS 5.1 Castletown Commissioners, in an e-mail received 13th January, 2015, comment on the application. They do not oppose.

6.1 The key considerations in the assessment of the application are the impacts upon the character and appearance of the Conservation Area.
6.2 The existing windows are timber sliding sashes which make a positive contribution to the overall character and appearance of the property and the Conservation Area in general.
6.3 The proposed front windows would be white uPVC sliding sashes; it is considered that the retention of the sliding sash opening would preserve the original method of opening and therefore this would preserve the character and appearance of the property when viewed from the highway.
6.4 Also proposed is the installation of a replacement front door, this would be uPVC but would be of a traditional design. Given that the existing door does not appear to be the original it is considered that the replacement door would not have an adverse impact upon the character and appearance of the property or Conservation Area in general.
6.5 The replacement windows in the rear elevation would be top hung u PVC casement windows. Planning Circular 1/98 states that those windows which are not readily visible from the public thoroughfare may have a different method of opening from the originals but must have the same glazing sections and patterns. The proposed windows would have a 50/50 split which would provide the same glazing sections as sliding sashes.
6.6 It is considered that the proposed works would not have an adverse impact upon the character and appearance of the property or Conservation Area in general and comply with Environment Policy 35 and Planning Circular 1/98.
6.7 For the above reasons the application is considered to be acceptable and is recommended for approval.
7.0 PARTY STATUS 7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material; (d) The Highways Division of the Department; and (e) The local authority, Castletown Town Commissioners in whose district the land the subject of the application is situated.

C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.

This approval relates to the site plan and drawings 1275.1 and 1275.3 received 23rd December, 2014.
