The properties are to the eastern side of the highway, they adjoin one another. Seagull Hollow is a traditional three storey double fronted dwelling, Old School House appears to be 70's in style and design and does not have much architectural interest. There is a two storey extension to the side of Seagull Hollow which adjoins Old School House; off the eastern side of this extension is a single storey sunroom on Seagull Hollow and a single storey utility room adjoining Old School House. The mixture of extensions appears quite awkward and disconnected in the street scene. 2.0 THE PROPOSAL 2.1 The application seeks approval for the erection of a replacement extension to the rear of the properties to provide a utility room extension to Old School House and a sunroom extension to Seagull Hollow. The extension would appear as a link between the two when viewed externally. There would be three roof lights installed in the east elevation, A door and window in the east elevation providing access to the utility room, adjacent to this is a glazed gable which adds interest to the roof slope. In the north elevation of the extension there would be bi-folding doors which would open into the yard of Seagull Hollow. The extension would be finished with timber weatherboarding. All windows and doors would be finished in uPVC. 3.0 PLANNING HISTORY 3,1 The previous planning applications are not considered to be specifically material in the assessment of the current application. 4.0 DEVELOPMENT PLAN POUCIES 4.1 The application site is within an area zoned as "Predominantly Residential" identified on TTie Area Plan for the South 2013. Given the nature of the application it is appropriate to consider General Policy 2 and Paragraph 8,12.1 of The Isle of Man Strategic Plan (20th June 2007), 5.0 CONSULTATIONS 5.1 Highway Services, in an email received 8th January 2015, comment on the application. 6.0 ASSESSMENT 6.1 The key considerations in the assessment of the application are the impacts upon the character and appearance of the properties and the impact upon the amenities of the neighbouring properties. 6,2 The existing extensions on both Old School House and Seagull Cottage appear disconnected and awkward against the dwellings and within the street scene. The proposed replacement extension would give a unified appearance to the link between the properties but would give definition to the extension which would allow the original appearance of each of the properties to remain. The use of timber boarding would differentiate between the main body of the dwellings and the extension, the materials would also relate well to its coastal location. 6.3 The proposed extension is a replacement and would not increase overlooking or loss of privacy to any of the neighbouring properties, neither would it appear unduly overbearing. 6.4 There is no overriding style within the street scene in terms of design or finish and therefore the proposed extension would not appear out of place. 6.5 For the above reasons the application is considered to be acceptable and is recommended for approval, 7.0 PARTY STATUS 7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant’s agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material; (d) The Highways Division of the Department; and (e) The local authority, Malew Parish Commissioners in whose district the land the subject of the application is situated. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. To comply with article 14 of the Town and Country Planning (Development Reason; Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals. This approval relates to drawings 1 and 2 received 19th December 2014.
