Application No: 10/01392/B Proposal: Erection of a single storey building to provide tourist accommodation (retrospective), Outbuilding West Craig Farm, St Judes Road, West Craig, Ramsey, IM7 3BX Applicant: Mr Leslie & Mrs Margo Martin I refer to the recent appeal in respect of the above planning application. In accordance with the provisions of the Town and Country Planning (Development Procedure) Order 2005, I am enclosing herewith a copy of the report of the person appointed to consider this appeal.
Having considered the report, it appears to the Minister that this is a case where the arguments against and in support of the proposal are finely balanced.
The application proposes the erection of a new building in the countryside, and, as concluded by the appointed person, rigorous application of the detail in the relevant Strategic Plan policies leads to a refusal.
Conversely, the Minister has noted that - (a) the site includes the former West Craig brickworks, of which there remains considerable evidence, including the clay pit (now a lake) and a brick-drying shed; it is thus of interest in terms of industrial archaeology; (b) the proposed building would replace a recently-demolished pair of brick-workers' cottages which were constructed of West Craig bricks and part of that interest; (c) planning approval was granted in 2007 for conversion of that building into tourist accommodation; and that (d) the proposed building would be on the same "footprint" and of essentially the same form as the former cottages.
Having regard to these considerations, and having also noted that it is accepted that demolition of the former building was not an attempt by the applicants to deceive the Department, the Minister has concluded that, on balance, the application should be approved. Accordingly, he has directed that the appeal should be upheld, and that approval should be granted, subject not only to the conditions referred to in paragraph 34 of the report, but also to a condition requiring that the salvaged, original bricks should be re-used where possible in non-structural elements of the building and in siteworks such as paving and edging, so reinforcing the links with the historical interest of the site. Formal notice of this decision is enclosed herewith.

TO: Mr Leslie & Mrs Margo Martin, West Craig Farm, St Judes Road, West Craig, Ramsey, IM7 3BX [Copies as per Circulation List] In pursuance of his powers under the above Act and Order, the MINISTER for Infrastructure, following report by the appointed person, does hereby APPROVE the application by Mr Leslie & Mrs Margo Martin Erection of a single storey building to provide tourist accommodation (retrospective), Outbuilding West Craig Farm, St Judes Road, West Craig, Ramsey, IM7 3BX subject to compliance with the following conditions:-
1 This approval relates to the erection of a single-storey building for use as tourist accommodation (retrospective) as proposed in the submitted documents and drawings numbered 231-08A and 231-20, all received on 21^{\text {st }} September 2010.
2 The roof must be finished in dark natural slate. 3 Salvaged bricks from the original building must be used where possible in non-structural elements of the new building and in the hard landscaping which forms part of the scheme required by condition (4) below.
4 No further development may take place until full details of both hard and soft landscaping works have been submitted to and approved in writing by the Planning Authority, and these works shall be carried out as approved. Details of the hard landscaping works shall include all footpaths and hard surfacing materials. The hard landscaping works shall be completed in full accordance with the approved details prior to the first occupation of the accommodation hereby permitted. All planting shall be carried out in accordance with the approved details and in the first planting and seeding seasons following that first occupation. Any trees or shrubs which, within 5 years from the completion of the development, die, are removed, or become seriously damaged or diseased, shall be replaced in the next planting season with another of similar size and species, unless the Planning Authority gives written consent to any variation.
5 Prior to the first occupation of the accommodation, the hardstanding to the front of the building must be completed to allow the parking provision to be used.
