Having discuss with colleagues we think that this does need to be referred. It’s borderline, and the main development is within the Area Plan allocation for housing. But, there is a significant amount of infrastructure (drainage tanks) proposed outside the site on land zoned as POS and on balance this could be seen as not in accordance with the land designation and therefore we will need to refer it. I guess this is something we will need to consider for other such applications with off‐site infrastructure.
I think the description is fine other than can I just check whether we would normally say which matters are reserved?
Can you let me know once validated and online and then I can do the CoMIN report.

Does this application need to be required to be called in? I don’t think that it does as the site is squarely located within a residential zone as per the Eastern Plan. George Li was on the phone last Wednesday to speak to Steve and will be emailing him as his concern were the access lane / accesses red lines which fall outside the residential zone extent. The plans for the location are located planningshare - division‐ computers‐electo applications‐DC ongoing apps‐Paul working on‐2200675OLA Hartford homes.
The planning description that has been provided is as follows.
Full approval for a residential development comprising up to 328 dwellings and a neighbourhood centre with associated highway and pedestrian/cycle access and infrastructure, drainage, landscaping and public open space together with approval in principle for a 2-form entry primary school, a 68-bed retirement care home and associated access/infrastructure. Please can you advise the tweaked description to be used?
