The school is single storey and sited on the southern side of Stoney Road. The site lies on the periphery of the Seiborne Drive Conservation Area. 1.1 2.0 THE PROPOSAL 2.1 The planning application seeks approval for the installation of a replacement entrance canopy on the southern elevation of application building. 2,2 The canopy would have a height of just less than 2.7 metres with the frame likely to be polyester powder coated steel painted bottle green with the glazing bars and rails in polyester powder coated aluminium and polycarbonate glazed roof sheets. The final element of the proposal is the blocking up of a high level window on the south west elevation with a blanker panel. 2.3 3.0 PLANNING HISTORY 3.1 The application site has been the subject of eight previous planning applications, all of which were granted approval and have been listed below: PA 10/01068/B: Creation of external doors, PA 09/00495/B: Creation of an external door and ramped access. PA 09/01360/B: Installation of a new external door. PA 05/01208/B: Internal alterations and infill extension to relocate library. PA 06/00106/B: Construction of access ramps and steps to facilitate access for the disabled. PA 03/00817/B: Construction of a new pedestrian access to Stoney Road. PA 97/00627/B: Enclosure of three covered areas to create activity areas. 4.0 PLANNING POLICY 4.1 The application site is zoned as Primary School under the Douglas Local Plan 1998. 5.0 REPRESENTATIONS 5.1 Douglas Borough Council has no objection to the current planning application (17/12/2014). 6.0 ASSESSMENT Distant views of the canopy would be attainable from the entrance to the school at the junction with Thorny Road with clear views from within the car park of the school and from the courtyard adjacent to the canopy. No views of the canopy would be attainable from the Conservation Area. 6.1 6.2 The replacement canopy is an upgrade to the existing and is considered to be a fairly modest form of development and as such it is judged that the proposed development would not adversely affect the visual amenities of the locality, and would not be harmful to the appearance of the building. 7.0 RECOMMENDATION Overall, it is concluded that the development proposed complies with the provisions set out in General Policy 2 of the Isle of Man Strategic Plan 2007 and as such is recommended for approval. 7,1 8.0 PARTY STATUS In line with Artide 6(4) of the Town and Country Planning (Development Procedure) (No2) Order 2013, the following Persons are considered to have sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application: the applicant or, if there is one, the applicant's agent; the owner and occupier of the land the subject of the application, Highway Services, and the Local Authority in whose district the land the subject of the application sits. 8.1 Recommendation Recommended Decision: Permitted Date of Recommendation: 07.01.2015 Conditions and Notes for Approval / Reasons and Notes for Refusal C : Conditions for approval N : Notes attached to conditions R : Reasons for refusal 0 : Notes attached to refusals 7 January 2015 14/01335/B Page 2 of 3

C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. To comply v^ith article 14 of the Town and Country Planning (Development Reason: Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
