This landscape statement has been prepared by Barry Chinn Associates under instruction from Hartford Homes to support the Planning Application and should be read in conjunction with BCA drawing no. 1358/13-05 – Landscape Strategy For 2 Dwellings and an Area of Public Open Space.
Barry Chinn Associates visited the area on 25th July 2013 to assess the site and its setting. The landscape strategy for the development has been guided by the design objectives set out below to ensure the new public open space provides significant benefit to the environment and local residents and that the proposed residential development integrates into the surrounding landscape. The design objectives are:
a) to minimise the potential visual impact on the surrounding countryside. b) to assimilate the development into the surrounding rural setting. c) protect the character of Ballanard Road. d) to improve the provision of public open space for the benefit of residents and visitors. e) to enhance the amenity value of the site and provide an attractive and welcoming environment sympathetic with the existing landscape character of the area; f) to maximise bio diversity gain and provide areas for habitat creation; g) to establish a structural landscape utilising both landform and planting appropriate to the scale of the development;
The site is situated just off Ballanard Road to the north of the residential area of Castleward Green and located within the Douglas Town Local Plan Boundary (1998) and is zoned for residential development. Castleward Green consists of 11 medium sized properties set within a well landscaped rural / urban fringe setting. The site covers an area of approximately 0.45 hectares (1 acre).
The site consists of un-managed rough grass with a Manx bank / hedgerow (dominated by Gorse and fern) running parallel to Ballanard Road. The general topography of the site has a fall from the east (Ballanard Road) to the west. From initial inspection this area appears to have received little active management with no obvious evidence of use.
The landscape strategy for the scheme has been based on the principle of the site containing 2 residential properties fronting onto Ballanard Road with enclosed rear gardens set back 2m from the existing footpath leading down into Castleward Green and an area of public open space being situated adjacent the existing estate road.
To ensure that the existing street scene leading down to Castleward Green retains its rural character the boundary to the rear gardens will be softened by a mixed native hedgerow with extra heavy standard tree planting incorporated to provide increased vertical emphasis. The hedge will be separated from the footpath by a mown grass verge which will continue down into Castleward Green and join into the existing landscape of the first residential dwelling (Ashely House).
The proposed area of public open space will be arranged running parallel to the existing estate road (from Ballanard Road to Castleward Green) providing an enhanced relationship to both Ballanard Road and Castleward Green. The new public open space will contain a combination of mown grass, paved seating areas, and footpaths with tree, shrub and woodland buffer planting. The general feel will be of a well maintained landscape in keeping with the semi urban character of Castleward Green. The design approach of the new space will be gradually softened and will feather out through a combination of rough mown grass, native woodland and hedge planting that will provide a backdrop similar in character to the adjacent field boundaries.
It is anticipated that over time the landscape strategy proposed for both the zoned site of two dwellings and the area of public open space will mature to provide a high quality setting which will successfully assimilate the two new residential plots into the existing rural street scene whilst the enhanced public open space will provide an attractive, positive contribution to public amenity.
