I refer to the abovementioned planning application. In accordance with the Article 10(9) of the Town and Country Planning (Development Procedure) (No 2) Order 2013, I herewith give notice of the decision as follows.
The application has been approved subject to the following condition(s);
Reason: To comply with Article 14 of the Town and Country Planning (Development Procedure) (No 2) Order 2013, and to avoid the accumulation of unimplemented planning approvals. 2. Before development starts, details of the proposed stone walls shall be submitted to and approved in writing by the planning authority. The walls shall be constructed in accordance with the approved details.
Reason: To ensure that the walls do not have an adverse visual impact on their rural surroundings or on highway safety.
Reason: To ensure that the verge does not become colonised with weeds which could potentially impede visibility and would not be suitable for this heathland environment.
In accordance with Article 10(10)(c) of the Order, please be advised that the decision of the Council of Ministers is binding and final (subject to the possibility of judicial review by petition of doleance).

should approach Wildflowers of Mann for the plants. On no account should garden species of heather be introduced.
ASSESSMENT
In my view, the main considerations in the assessment of this application are the visual effect of the proposed changes and the impact on highway safety.
Cringle Quarry is in a remote rural location. At present, the high security gates and fencing dominate the site's frontage. To my mind, they are at odds with the rural surroundings. I anticipate that, if sensitively designed, the 2 stone walls would distract the eye from the stark appearance of the security fencing behind. I also consider that the replacement of the verge's rough grass with stone chippings, interspersed with heathland plants, would not have a harmful visual effect. Indeed, the somewhat neglected appearance of the quarry's entrance might be improved.
So far as highway safety is concerned, I consider that the proposed alterations would be an improvement. The removal of the verge's rough grass and weeds would ensure that drivers always had good visibility to left and right when leaving the quarry. The proposed verge improvements, kerbing and stone walls would also make the quarry entrance more visible to approaching drivers, particularly in mist and fog. This, too, would be beneficial to highway safety.
RECOMMENDATION
