Strategic Policy 1
Requires optimising use of previously developed land and redundant buildings. Officer judged the proposal meets this by utilising and improving existing redundant buildings on previously developed land.
General Policy 2
Requires development to respect site/surroundings in siting/layout/scale/form/design/landscaping, not adversely affect landscape character, neighbour amenity, or highway safety. Officer found proposal complies, distinguishing from prior refusal of new build by reusing existing fabric; amendments addressed privacy (GP2 g) and access (GP2 h/i).
Spatial Policy 5
Requires new development to positively contribute to the Island's environment. Officer noted the reuse retains buildings relating well to the area, contributing to Foxdale's character.
Environment Policy 42
Requires new development in settlements to reflect local character/identity, avoiding inappropriate backland or loss of green spaces. Proposal accepted as reusing craft centre buildings keeps with Foxdale's character versus new build.
Environment Policy 43
Supports reusing sound built fabric to regenerate rural areas. Directly applied to justify conversion over demolition, with extension enabling viable unit.
Housing Policy 6
Residential development in zoned areas per area plan brief or GP2 criteria. No specific brief, so assessed via GP2 and found compliant.
Housing Policy 17
Permits building conversions to flats in residential areas if adequate space, outlook, and parking provided. Officer noted adequate communal space, pleasant outlooks post-amendment, and parking meets standards.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Access widening
No other development may be undertaken until such times as the access has been widened as shown in drawing 743.10 received on 6th March, 2015.
Block north-east window
