1.0 THE APPLICATION SITE 1.1 The application site comprises the curtilage of Onchan Primary School, which is located to the eastern side of School Road in Onchan.
2.0 THE PROPOSAL 2.1 Full planning approval is sought for alterations to the access lane on the edge of School Road. The alterations are off the main highway, and would result in the creation of a new drop-off area 2.4m wide at its widest and roughly 35m in length. There would be a loss of footpath to the west of the road in order to provide this; a footpath remains to the east. A new zebra crossing is proposed to the southern end.
3.0 PLANNING HISTORY 3.1 Whilst the application site has been the subject of previous planning applications it is considered that none of these is specifically material to the assessment of this current planning application.
4.0 PLANNING POLICY 4.1 In terms of local plan policy, the application site is designated as an area or building for civic, cultural or other special use (primary school) under the Onchan Local Plan. 4.2 In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. General Policy 2 states (in part): "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

5.1 Onchan District Commissioners recommend the application be approved.
5.2 Highway Services offer no objection to the planning application.
6.1 The application has been submitted with a view to provide a safer drop-off area to the school. In this regard, it is considered that the development proposed is likely to be successful. The current situation, which presumably results in at least some children being dropped off on the highway-side of the site with the result that they must cross a road that is currently without a formal pedestrian access, is undesirable.
6.2 By narrowing the access lane alongside providing a new dedicated drop-off parking area, and also removing the existing pavement on the highway-side of the school, it seems likely that a safer access to the school for children/parents will be enabled. The provision of a zebra crossing provides an additional safety feature that, again, is welcome.
6.3 The physical works involved are limited to ground-level - no walls exist on the site - and there will be no change to the highways accesses themselves. As such, there is no significant or detrimental impact in terms of public amenity from the proposals.
6.4 It is not considered that the proposal affects any obvious private amenity issue, or any other material planning consideration.
7.1 It is recommended that the planning application be approved.
8.1 In line with Article 6(4) of the Town and Country Planning (Development Procedure)(No2) Order 2013, the following Persons are considered to have sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application: the applicant or, if there is one, the applicant's agent; the owner and occupier of the land the subject of the application; Highway Services, and the Local Authority in whose district the land the subject of the application sits.

The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to the plan 1756 18 P01, date-stamped as having been received 21st May 2014.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control /Head of Development Management/ Senior Planning Officer.
