In pursuance of powers granted under the above Act and Order the Department of Infrastructure determined to APPROVE a planning application by Mr William Arthur Kneale Kelly, Ref 13/00819/B, for the Roof works to existing conservatory at 11 Glen Park Drive Douglas Isle Of Man IM2 6HN subject to compliance with the following condition(s):
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the replacement of the conservatory roof as shown in drawing 2013.42 01 received on 12th July, 2013 and the development must be undertaken in accordance with this drawing.
The colour of the proposed roof must match that of the main dwelling.

Officer Delegation
1.1 The site is the residential curtilage of an existing bungalow situated on the corner of Cronk-y-Berry Gardens and Glen Park Drive. The bungalow is semi-detached and sits on the eastern side of number 9 which is an identical property. A lean-to roofed conservatory sits on the northern elevation. This is screened from public view by existing fencing and shrubs.
2.1 Proposed is the replacement of the roof of the conservatory, which is currently polycarbonate sheeting, with lightweight tiles which reflect the colour and appearance of the tiles on the main roof. The application drawings include reference to a photo sample of the proposed tiles, which is not provided. Subsequent correspondence from the applicant's agent indicates a range of brown tiles which could be used.
3.1 The site lies within a residential area which is identified on the Douglas Local Plan of 1998 as Predominantly Residential. 3.2 As such, the provisions of General Policy 2 are applicable, which provides general standards for development whose use is compatible with the designation on the appropriate area plan. The most relevant of these requires that the development respects the scale, form, design, siting, landscaping of the buildings and surroundings and does not affect the amenities of local residents or the character of the area.
4.1 No planning applications have previously been submitted in respect of this property.
5.1 There are no representations on file at the time of writing.
6.1 The proposed roof change will not significantly alter the appearance of the property, which will remain modern and simple in form and character, nor will it have any significant impact on the effect of the property on the amenities of those in neighbouring property. 6.2 As such, the proposal is considered to comply with the provisions of GP2 and is recommended for approval.
PARTY STATUS 7.1 The local authority, Douglas Borough Council is, by virtue of the Town and Country Planning (Development Procedure) Order 2005 paragraph 6.4(d) interested parties and as such should be afforded party status to this application.
