This decision was made by a Senior Planning Officer in accordance with the authority delegated to them. This permission refers only to that required under the Town and Country Planning (Development Procedure) Order 2005. Any appeal against this decision must be in writing and must be received by this Department within 21 days of the date of this notice.

1.1 The application site is the Manx Arms Hotel, 27 Main Road, Onchan. The Manx Arms, including its car park, faces Main Road but sits between Main Road, Avondale Road and St Catherine's Terrace. Its position is, therefore, visually prominent from several aspects and approaches. This part of Onchan is characterised by a mixture of buildings types and uses, reflecting its siting as the retail and business centre of Onchan. No homogeneity of architectural forms or building finishes exists, with render, brickwork and stonework of varying historical periods all evident within the immediate vicinity.
1.2 The Manx Arms Hotel is a handsome, three-storey building with a single storey extension to the side. Off-white render finishes the building to its substantive elevations, while the extension is faced in a dark-brown brick; in front of this extension is a small beer garden facing onto Main Road.
2.1 Planning approval is sought for the complete rendering of the single storey side extension, to be painted a colour to match that of the main building (currently off-white).
3.1 The application site has not been the subject of any previous planning applications that are considered specifically material to the assessment of this current planning application.
4.1 In terms of local plan policy, the application site is within an area recognised as being within "Mixed Use: Residential / Office / Retail" under the Onchan Local Plan. There is no land use designation within the Onchan Local Plan that specifically refers to public houses.
4.2 In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. The relevant parts of General Policy 2 read: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
(b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them, and (c) does not affect adversely the character of the surrounding landscape or townscape".
5.1 Onchan District Commissioners have no objections to the application.
6.1 As noted above, only one planning policy is considered to apply in this case, and given that the proposal would not result in physical changes to the building, visual impact alone is assessed. 6.2 The application building is to a large degree rendered in off-white, with some detailing around the windows and with associated signage that is largely dark brown. The brown brick to the extension is, therefore, somewhat incongruous with the main building although not to any serious detrimental degree. Rendering of this extension to match the rest of the Manx Arms Hotel is, therefore, welcome from a uniformity point of view but not considered an especially positive or negative intervention in the context of the immediate built environment. 6.3 As such, approval is not likely to result in any serious harm in visual terms and the proposal is, therefore, considered to comply with the provisions of General Policy 2. 6.4 The proposal is not considered to affect any other obvious material planning consideration.
7.1 It is recommended that the planning application be approved with conditions.
8.1 The local authority, Onchan District Commissioners, is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
