In pursuance of powers granted under the above Act and Order the Department of Infrastructure determined to APPROVE a planning application by Alison Ruth Charmer & Michael Stewart Charmer, Ref 13/00696/B, for the installation of replacement front door at 4 Milner Terrace Castletown Isle of Man IM9 1AJ subject to compliance with the following condition(s):
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
The development hereby permitted shall not be carried out except in full accordance with the following plans: location plan, photograph and door details received on 17th June 2013.

This decision was made by a Senior Planning Officer in accordance with the authority delegated to them.
This permission refers only to that required under the Town and Country Planning (Development Procedure) Order 2005.
Any appeal against this decision must be in writing and must be received by this Department within 21 days of the date of this notice.

1.1 The application site is the curtilage of 4 Milner Terrace, Castletown which is a mid terrace property situated to the south east side of the highway. The terrace is made up of three storey properties all of a similar age and design. The existing windows are uPVC framed casements and there is a timber door which does not appear to be the original.
2.1 The application seeks approval for the installation of a replacement front door. The replacement front door would be a black composite door of the same design as the existing.
3.1 There was a previous application in 2005 PA 05/00957/B which was for the installation of replacement windows and for the installation of replacement front and back door. The application was approved.
4.1 The application site is within an area zoned as "Predominantly Residential" identified on the Area Plan for the South 2013. It is also within the Castletown Conservation Area. Given the nature of the application it is appropriate to consider General Policy 2 and Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007).
Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: a) Is in accordance with the design brief in the Area Plan where there is such a brief; b) Respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; c) Does not affect adversely the character of the surrounding landscape or townscape; d) Does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses; e) Does not affect adversely public views of the sea; f) Incorporates where possible existing topography and landscape features particularly trees and sod banks; g) Does not affect adversely the amenity of local residents or the character of the locality;
h) Provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space; i) Does not have an unacceptable effect on road safety or traffic flows on the local highways; j) Can be provided with all necessary services; k) Does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; I) Is not on contaminated land or subject to unreasonable risk of erosion or flooding; m) Takes account of community and personal safety and security in the design of buildings and the spaces around them; and n) Is designed having due regard to best practice in reducing energy consumption.
Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.
5.1 No comments have been received
6.1 The application seeks approval for the installation of a replacement front door. The main issue to consider in the assessment of the application is the impact upon the character and appearance of the Conservation Area. 6.2 The proposed door would be a composite door of the same style and design as the existing. Whilst the replacement door would not be of timber construction the existing door is not the original and therefore is not of the same character and quality as the original door would have been. 6.3 Given that the existing door is not overly attractive and does not have the same character and appearance as the original door it is considered that the installation of a composite door would not have an undue impact upon the character and appearance of the Conservation Area. 6.4 For the above reasons the application is considered to be acceptable and is recommended for approval.
7.1 The local authority, Castletown Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
