In pursuance of powers granted under the above Act and Order the Department of Infrastructure determined to APPROVE a planning application by Hartford Homes Limited, Ref 13/00652/B, for the Extensions to dwellings to form sun lounges at 32 And 33 Knock Rushen Scarlett Road Castletown Isle Of Man IM9 1TQ subject to compliance with the following condition(s):
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Reason: To accord with the provisions of Section 13(1) of the Town and Country Planning (Development Procedure) Order 2005.
The development hereby permitted shall not be carried out except in full accordance with the following plan 930-01 received on 31st May 2013.
Reason: This is a standard condition to ensure that the development is undertaken in accordance with the approved plans.

1.1 The site represents the curtilages of two approved dwellings within a developing estate to the south west of Castletown centre. The estate comprises 41 new dwellings and the conversion of barns to further dwelling units. Plots 32 and 33 is the subject of this application sites which are some of the northern most dwellings on the site, on the northeastern boundary of the site. 1.2 Both properties form part of a row of four, two storey terraced properties which faces towards the northwest and both with a detached double garage to the south of the dwellings, detached from both plots.
2.1 The site lies within an area designated on the Southern Area Plan as Residential with an area of Public Open Space and a site of archaeological interest in the north western corner.
3.1 Planning permission was granted for the development of the estate under PA 04/2083 and this scheme was amended under a number of planning applications.
4.1 The application seeks approval for extensions to dwellings to form sun lounges.
5.1 Castletown Commissioners:- "Approved." 5.3 The Planning Authority has received no privately written representations objecting to the proposal.
6.1 The main issue to consider with the proposal is the potential impacts of the proposed dwelling upon the existing neighbouring properties. Issues such as overlooking resulting in a loss of privacy, overbearing impact upon outlook and/or loss of light are the main issues relating to residential amenities.
6.3 The property most likely to be affected would be Nr 31 which is to the northwest and attached to Nr 32. However, from considering the plans this neighbouring property has also benefited from a very similar extension and the proposed extension would not project further than this neighbouring extension. 6.4 Overall, given the distance and siting between the proposal and neighbouring properties, it is considered these increase in terms of massing of the extensions would not have a significant impacts upon the amenities (loss of light/overbearing) of these neighbouring properties. 6.5 In terms of design, size, proportion and massing the proposed extensions would match similar types of developments throughout the new housing estate. 6.6 The proposed changes do not adversely affect the character or appearance of the property nor do they affect the impact of the dwelling within the street scene.
7.1 Overall, it is considered the proposal would comply with the relevant policies of the Isle Of Man Strategic Plan therefore it is recommended that the application be approved.
8.1 It is considered that the following meet the criteria of Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d) and should be afforded interested party status:
