GP2 permits development in accordance with land-use zoning and other plan policies provided it respects the site and surroundings in terms of siting, layout, scale, form, design; does not adversely affect residential amenity or locality character; and meets other tests on highways, ecology, etc. The officer tested the window repositioning against these criteria, finding the modest proposal compliant with no harm to neighbouring amenity or character.
