The original planning application (13/00573/B) was referred to the Council of Ministers due to government interest under the 2005 Order. The proposal involved demolishing a redundant shop, refurbishing toilets, modifying the roof, adding glazed canopies, reconstructing the Station Road entrance, and paving the goods yard into a public plaza as part of the South West Regeneration Scheme. The planning statement and Conservation Officer supported the scheme for enhancing the station's character, accessibility, and setting. The inspector assessed the appropriateness to the building's character, setting, and street scene, concluding it would substantially enhance appearance and comply with General Policy 2. No refusal occurred; the inspector recommended approval with conditions for materials, drawings, and details.
Precedent Value
This sets precedent for approving enhancements to non-designated heritage assets in Railway zones where proposals demonstrably improve character, appearance, and public accessibility without harm, even pre-Conservation Area designation. Future applicants should provide expert conservation input and tie schemes to regeneration goals.
