On the 12th September 2013, and after consultation, the Council of Ministers accepted the recommendation contained within that report and the application was approved subject to the conditions specified below.

CONDITIONS OF APPROVAL:
- The development hereby permitted shall commence before the expiration of four years from the date of this notice.
- This approval relates to the conversion of the existing redundant oil tank room to storeroom and installation of new doors and removal of existing roller shutter door shown in Drawings No 01, 02, 03 & 04 and photographs detailing the application site all date stamped 2nd May 2013.

Preamble
- The application was referred to the Council of Ministers in accordance with Section 10(1)(b) of The Town and Country Planning (Development Procedure) Order 2005 because the applicant is part of the Department of Infrastructure.
Site and Development
- The ground floor room is tucked away within the college complex, adjacent to the duel fuel boilers which I understand have for some time been operated solely using mains gas. The room contains two large redundant oil storage tanks, and the proposal is to remove these, make good the former oil inlet, brick up an existing elevated roller shutter opening and install a new roller shutter door and a pedestrian door. The room would then be used for storage.
Representations
- There is no supporting statement from the applicant but the Planning Officer has provided background facts and the policy framework: the site is within an area designated for Education by the Douglas Local Plan and the proposal, which accords with this zoning, is to be assessed having regard to Strategic Plan General Policy 2. The College has a lengthy history of approved applications, which have been provided in summary.
- There is no other representation on file.
Inspector's Assessment
- The outcome would have no public impact, but would make better use of the College's buildings in an entirely uncontroversial, satisfactory manner fully compliant with the development plan.
Recommendation
- I recommend that the application be approved subject to the following conditions.
