General Policy 2
Requires developments to respect site/surroundings in siting/layout/scale/design, avoid adverse impacts on amenity/landscape/highways/habitats, provide safe access/parking, and more. Officer assessed the proposal complies overall given limited scale/impact relative to existing larger buildings, distance from residences, no highway issues, and improved design; site's established use justified departure from zoning.
Business Policy 5
Restricts retailing on industrial land unless items too large for town centres or produced on-site without severing from business, without harming town centre vitality. Site not zoned industrial (agricultural/open space) but analogous approach applied; floristry club/learning justified as related to on-site goods like BP5(b), not detracting from town centres, after clarifying no direct public retail.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
