Description Of Application Site

1. The application site is Restart Court, which is located within the Isle of Man Business Park.

1. The site is designated on the Braddan Local Plan of 1991 as an area for which a Master Plan was to be produced and where the permitted development would be industry, science-based industries, high density residential, landscaping and a secondary school. The school which was developed is a primary school and the residential development has been undertaken at the north western edge of the site. There is now a service centre with a public house, take away, nursery and offices alongside the housing, all in accordance with the approvals which have been granted on the site for the development of the business park since the late 1980s early 1990s. The remainder of the area has been developed for a mixture of large corporate headquarters set in landscaped grounds and smaller scale industrial units.

Proposal

1. The application is seeking planning approval for the erection of a mast and telecommunication equipment/antenna.

1. The mast will be a 12m high lattice support mast. The overall height of the mast including the antennas at the top of the mast, will be 13.2m. The mast will accommodate the following:

• 2 x 600mm diameter microwave dishes
• 3 antennas and associated radio units.

Development Plan Policies

1. Within the adopted Isle of Man Strategic Plan 2007, the following policies are considered to be relevant in the determination of this application: GP2 and Infrastructure Policy 3

Infrastructure Policy 3 states that "A balance must be struck between the need for new, evolving communications systems to satisfy residential and business demand and the impact that the necessary infrastructure will have upon the environment. Measures which may help to achieve a satisfactory balance will include a presumption against visually intrusive masts in sensitive landscapes, the encouragement of mast sharing by different operators, and the removal of redundant infrastructure. 1. There are previous applications on the site; however, none are considered relevant in the determination of this application.

1. Braddan Parish Commissioners do not object to the application.

Issues

1. The key issue in the determination of this application is the whether the proposal will impact on the visual amenities of the locality.
2. The business park is a mix of industrial style buildings and corporate office headquarter. The proposed mast will be set 67 m from a hammerhead of a cul-de-sac, which is located to the north of the Restart Court, and approximately 46 m to a road to the south of the Red Cross Headquarters. The proposed mast will be visible from these roads. It should be noted that Manx Telecom has a 12.5 m high monopole in the adjacent site. The proposed lattice mast will be 12 m in height; however, the overall height of the mast including the antennas at the top of the mast, will be 13.2 m . The installation of as lattice mast is generally considered acceptable within Industrial estates and Business Parks. The proposed mast is not excessively tall and would not adversely affect the visual amenities of the locality.

Conclusion

1. It is recommended that Planning Approval be granted subject to conditions.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2.

This approval relates to the erection of a mast and telecommunication/antennas as shown in drawing numbers 1, 2, 3, and 5 date stamped 15th March 2013, Planning Application Supporting Statement prepared by Cable and Wireless dated 11th March 2013.

C 3. In the event of the mast erected under this approval becomes redundant it must be taken down along with all ancillary infrastructure and be removed from the site within 3 months of the cessation of use and the land restored back to form part of the grassed area. .
