The main issue was the impact of the proposed pedestrian access upon the character and appearance of the street scene and locality.
General Policy 2
GP2 permits development in accordance with land-use zoning if it respects the site and surroundings in terms of siting, layout, scale, form, design; does not adversely affect character of locality or amenity of residents; and provides safe access without unacceptable effect on road safety. The officer assessed the modest pedestrian access with timber gate within existing hedging and found it compliant as it would not harm street scene character, locality amenity, or highway safety.
