ON APPEAL Application No: 11/00053/A Proposal: Approval in principle for erection of a dwelling to replace existing barn and stables, Field 120259 Smeale, Andreas Appellant: Mrs Paula Kinrade I refer to the recent appeal in respect of the above planning application.
In accordance with the provisions of the Town and Country Planning (Development Procedure) Order 2005, I am enclosing herewith a copy of the report of the person appointed to consider this appeal.
The Minister has considered the report, concurs with the appointed person's conclusions, and accepts the recommendation that the appeal should be dismissed. Accordingly, he has directed that the refusal of the application under Article 6 of the Town & Country Planning (Development Procedure) Order 2005 should be confirmed. A copy of the original notice is enclosed for your reference.

The erection of a dwelling on the proposed site which is located within an area not designated for development would be contrary to established planning policies aimed at protecting the Manx countryside and directing new residential development to locations that accord with sustainable development principles. For these reasons the proposal would be contrary to General Policy 3, Environmental Policies 1 & 2 and Housing Policy 4 of the Isle of Man Strategic Plan.
No evidence has been provided to demonstrate that the required visibility could be provided and if they could what impact that would have upon the roadside hedging and a consequent significant and detrimental visual impact on the area.
This decision was made by the Senior Planning Officer in accordance with the authority delegated to her under Article 3(13) of the Town and Country (Development Procedure) Order 2005.
