Officer's Report
The Site
1.1 The site is the curtilage of 10, Albert Street, a terraced property on the northern side of Albert Street which, like its neighbours is a two storey property with vertically proportioned sliding sash windows, slated pitched roof. The property has a solid timber door, painted white with six inset panels set within solid side panels and a glazed fanlight.
The Proposal
2.1 Proposed is the replacement of the door with a new composite door which replicates the pattern of the existing. The frame and fanlight will remain as existing.
Planning Policy And Status
3.1 The site lies within an area designated on the Douglas Local Plan of 1998 as Residential/Offices. The site also lies within the Windsor Road Conservation Area.
3.2 As such the provisions of Environment Policy 35 are the most appropriate to apply to this development:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

4.1 Planning permission was granted to the installation of sliding sash windows in the front elevation and casements in the rear under PA 05/01455.

Assessment
6.1 As the property lies within a Conservation Area, there is a duty to preserve or enhance the character or appearance of the property. The proposed new door will not significantly change the appearance or character of the property and as such it is considered that the application proposal accords with EP 35. Particularly the fanlight and side lights will be retained which will help maintain the character of the property.
6.2 As such the application is recommended for approval.
