The officer assessed three main issues: visual impact on the Peel Conservation Area, neighbour amenity impacts, and living standards for future occupants.
General Policy 2
Requires development in zoning to respect site/surroundings in scale/design, not harm townscape/amenities/highways, provide services, etc. Officer assessed proposal against all criteria (a)-(n), finding compliance due to town-centre mixed-use zoning, enhancement to townscape, no amenity/highway harm, sustainable location.
Environment Policy 35
Permits only development preserving/enhancing Conservation Area character. Tested rear extensions' impact; existing poor flat-roofed additions detract, new pitched design improves traditional building despite more bulk, mostly obscured from view, thus enhances Area.
Housing Policy 17
Permits flat conversions in residential areas if adequate amenity/parking/outlook provided. Assessed yard access for bins/drying, public open space proximity, clear outlooks from principal rooms to street/sea, no on-site parking needed in sustainable town centre.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
