This application should be approved with the fence constructed along the full frontage of the application site as indicated by the red line shown on the drawing date stamped 3 Dec 2012 to a scale of 1:250. A pedestrian access may be included however no planning permission should be granted that results in a gap large enough to accommodate a vehicle as the site has no vehicular access.
The applicant should be made aware that planning permission for the fence in no way implies permission for a vehicular access to the property.
This is in the interest of pedestrian and vehicular safety as a vehicle has been observed accessing the property using the dropped kerbs that have been provided solely for the use of vulnerable pedestrian using the controlled crossing.
