Further to other previous change of use submissions with regards to parking availability, we have realised that the information we have provided is insufficient in detailing accessibility to the proposed clinic.
Our submitted plan roughly describes parking availability as opposed to general accessibility to the proposed clinic. As such, we have done a small parking survey. This is only for one day in the middle of the week covering the potential clinic times. This is the only day we have been able to survey as yet and given that it was in the practice week for Manx GP, we didn't feel that it was representative of day to day happenings for this area of Douglas. We therefore appreciate that further parking survey will need to be undertaken but this will be done in the week after Manx GP.
The submitted floor plan indicates 3 treatment rooms, but as yet, we only have health professionals using 2 treatment rooms and the 3rd treatment room will be used as office and storage for the first year. We were trying to anticipate our possible expansion if the business is successful. If it was used as a clinic room at that point, then we could secure further dedicated parking if necessary.
At present, we have secured in a rental agreement for the same term as the lease, that we will have 3 dedicated parking spaces in the car park directly outside the proposed clinic. This area is permit parking only and the spaces rented are 7, 8 and 9.
We have also detailed the excellent accessibility to the proposed clinic via public transport from all areas of the island. Obviously, we will submit further parking survey as soon as possible and would appreciate if you have any suggestions as to how we can better support the application for change of use.

Although the times on the parking survey table are marked down as hourly, obviously it was impossible to observe all places exactly on the hour. As such, a circuit was done which would take approximately 20 mins to cover all the annotated parking areas. For ease of reporting they were reported as being checked on the hour.

†For the main Tesco Car Park, there were always more than 20 spaces but they were at the second phase of parking toward the Business School end of the car park ( 350 metres from the proposed clinic). The numbers in brackets are the spaces available in the car park immediately outside Tesco. \dagger \dagger At present, the building work taking place in the adjacent block of apartments means that many of the workmen were observed taking up these spaces first thing in the morning. We suspect that this car park may well have greater availability once the building work is complete but we are as yet unaware of any timescale *This parking area has contract parking and non contracted spaces are limited. Many services pass the proposed clinic location, with the bus stop situated outside the train station at Banks Circus, 30 metres from the proposed clinic.

For other bus services from the South, there are connecting buses from the bus station near the Sea Terminal.
In the summer, the trains run 5 x per day and 2 x per day in the Spring and Autumn. They do not run in the Winter. Although, according to the operator to whom I spoke, people do travel on the train to Douglas daily for work and recreational activities, the fact that the service does not run all year round probably negates it as far as a transport alternative is concerned in the context of the proposed clinic.
