The application site represents the residential curtilage of Ennerdale House, 22 Sartfell Road, Douglas. The existing property is a two storey mid terrace dwelling situated to the East side of Sartfell Road.
Proposed is the demolition of the existing utility extension. Also proposed is the erection of an extension.
The previous planning applications are not considered specifically material in the assessment of the current application.
The application site is within an area zoned as "Predominantly Residential Use" identified on the Douglas Local Plan 1998. It is also within a Conservation Area. It is appropriate to consider the relevant points from General Policy 2 and Environment 35 of the Isle of Man Strategic Plan (20th June 2007).
CONSULTATIONS Highways Division do not oppose as it has no traffic management, parking or road safety implications. Douglas Corporation has not commented
Given the nature of the application it is appropriate to consider the relevant points from General Policy 2 which are: "(b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them;
It is also appropriate to consider Environment 35 which states: "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
Having assessed the proposed development in light of the above policy, it is considered that the proposed extension would respect the site in terms of scale, form and design.
The proposed extension would be a modest addition to the existing property which would not be highly visible from the public thoroughfare, the rear boundary wall would provide screening of the extension, it is judged that the proposed development would not have an adverse impact to the amenities of local residents.
Given that the proposed extension would not be highly visible from the public thoroughfare, it is considered that it would not have a harmful impact to the street scene in general.
It is judged that the proposed development would have a neutral impact on the character of the property, and would not have a harmful impact in terms of appearance.
For the above reasons the application is considered to be acceptable and is recommended for approval.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 2. This permission relates to the demolition of the existing utility extension and the erection of an extension to the rear elevation shown in drawings 10/0026/01, 10/0026/02 and 10/0026/03 received 6th September 2010.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
