Officer's Report
The Site
The application site is the curtilage of Lamorna, 110 Summer Hill Road, Onchan. The existing property is a three storey terrace property situated to the South East side of Summer Hill Road.
The Proposal
Proposed is the installation of replacement windows in the front and rear elevations. The existing windows are top opening casement windows, the replacement windows would be uPVC sliding sash.
Planning History
The previous planning applications are not considered specifically material in the assessment of the current application.
Development Plan Policies
The application site is within an area zoned as "Predominantly Residential Use" identified on the Onchan Local Plan 2000. It is appropriate to consider Planning Circular 1/98 in the assessment of the application.
Consultations

Assesment
Given the nature of the application it is appropriate to consider Planning Circular 1/98 which states: "In an individual building, or group of buildings, whose principal elevations are readily visible from a public thoroughfare, if the original windows are in place, it may be possible to repair and renovate them. This can take place without permission, and will be encouraged by the Department. If repair in impracticable, or existing windows are not the originals, the preference will be for replacement windows in the said principal elevations to have the same method of opening as the originals. Whatever the material used in their construction, the windows must have the same or similar pattern and section of glazing bars and the same or similar frame sections as the original windows."
Having assessed the application in light of the above policy, it is considered that the proposed development would contribute to the character and appearance of the property.
The installation of sliding sash windows would enhance the character of the building and would contribute to the character of the surrounding area in general.
For the above reasons the application is considered to be acceptable and is recommended for approval.
Party Status
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
