The application site represents the residential curtilage of Ballamaddrell Farm, Grenaby Road, Ballabeg, Arbory. The existing site includes the Farmhouse, garaging and an existing outbuilding.
Proposed is the erection of a sun lounge extension to the side elevation of the farmhouse. The sun lounge would measure approximately and would be finished to match the existing farmhouse.
The following previous planning applications are considered specifically material in the assessment of the current application:

The application site is within an area zoned as "Areas Containing Registered Trees" identified on the Draft Area Plan for Ballabeg (October 2009), the 1982 Development Plan recognises the site as an "Area of Private Woodland or Parkland". Given the nature of the proposal, Environment Policy 3 and Housing Policy 15 of the Isle of Man Strategic Plan (20th June 2007) should be used in the assessment of the application.

Given the nature of the application it is appropriate to consider Environment Policy 3, which states: "Development will not be permitted where it would result in the unacceptable loss of or damage to Woodland areas, especially ancient, natural and semi-natural woodlands, which have public amenity or conservation value."
It is also appropriate to consider Housing Policy 15 which states: "The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than of the existing building in terms of floor space (measured externally)."
The application seeks approval for the erection of a sun lounge extension to the side elevation of the existing farmhouse.
The proposed development would not result in the loss or damage to any of the existing trees within the curtilage of the site.
As Housing Policy 15 mentions, extensions to traditionally styled properties in the countryside will only be permitted if it would respect the proportion, form and appearance of the existing building. It is considered that the proposed sun lounge extension would respect the existing building, and would be finished to match the existing dwelling in terms of appearance, character and materials.
The proposed sun lounge extension would measure approximately internally and would be acceptable in terms of floor space as it would be under the allowance of the existing floor area of the dwelling.
It is judged that the proposed development would not have a harmful impact on the character and appearance of the site or the surrounding area in general.
For the above reasons the application is considered acceptable and is recommended for approval.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
