The application site represents the curtilage of Ballamaddrell Farm, Grenaby Road, Ballabeg, Arbory. The site has a number of existing buildings within the curtilage including Ballamadrell Farmhouse, garaging and some outbuildings. The current use of the site is domestic and agricultural.
Proposed are alterations to an existing outbuilding which is currently used as storage shed. There is no change of use proposed or suggested. The alterations take the form of omitting the windows and doors which face onto the yard, and render to match the existing building. Also proposed is the installation of windows and door in the elevation which faces towards the farmhouse, the windows and doors would match the existing farmhouse. A high level window would be installed in the gable end and timber doors would be installed in the other gable end which would match the existing farmhouse.
The previous planning applications are considered relevant in the assessment of the current application:

The site lies within an area designated on the Town and Country Planning (Development Plan) Order 1982 as Woodland and on the draft Southern Area Plan which was published on 23rd October, 2009 as an area containing Registered Trees. It is appropriate to consider Environment Policy 3 of the Isle of Man Strategic Plan (20th June 2007).
Arbory Commissioners have no comments Highways Division have not commented
Given the nature of the application it is appropriate to consider Environment Policy 3, which states: "Development will not be permitted where it would result in the unacceptable loss of or damage to woodland areas, especially ancient, natural and semi-natural woodlands, which have public amenity or conservation value."
The application seeks approval for alterations to an existing outbuilding, and as mentioned earlier the site is within an area recognised as Woodland and contains Registered Trees.
The alterations to the building would not result in the loss or damage to any trees within the curtilage of the site. It is considered that the alterations would enhance the appearance of the building, it is judged that the proposed alterations would not be detrimental to the character of the building.
For the above reasons the application is considered to be acceptable and is recommended for approval.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
