The Site
The application site relates to Units 1 Viking Aparthotel. The existing use of Unit 1 is as a laundry, with a store and w.c.
The Proposal
Proposed is the change of use of the laundry to accommodate an office.
Planning History
The previous planning applications are not considered specifically material in the assessment of the current application.
Development Plan Policies
The application site is within an area which is zoned as an area of "Mixed Use Town Centre" identified on the Ramsey Local Plan 1998. It is appropriate to consider Business Policy 7 of the Isle of Man Strategic Plan (20th June 2007).
Consultations
Highways Division do not oppose as it has no traffic management, parking or road safety implications. Ramsey Commissioners have not commented 20 August 2010 10/01057/C
Assessment
Given the nature of the proposal it is appropriate to consider Business Policy 7 of the Isle of Man Strategic Plan, the policy states: "New office floor space should be located within town and village centres on land which is zoned for the purpose on the appropriate area plan; exceptionally, permission may be given for new office space
- (a) On approved Business Parks for Corporate Headquarters which do not involve day to day callers; or
- (b) In buildings of acknowledged architectural or historic interest for which office use represents the only or most appropriate practicable and economic way of securing future use, renovation and maintenance."
The application site is within an area which is zoned as mixed use; it is considered that the proposed change of use would be acceptable in terms of land use zoning.
It is judged that the change of use of the unit would not have a harmful impact on the character and appearance of the site.
For the above reasons the application is considered to be acceptable and is recommended for approval.
Party Status
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
