The Site
The application site relates to 2 Orry Lane, Peel, a two storey residential property with attached garage situated on the western side of the street.
The Proposal
This application seeks approval for the installation of replacement windows to the front elevation of the property. The proposed windows for the dwelling would be uPVC sliding sash. The window above the garage door would have three panes rather than the existing seven pane layout.
Planning Status
The application site is located within an area identified as being mixed use by the Peel Local Plan and is within the Peel Conservation Area. Environmental Policy 35 of the Strategic Plan states: "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

02/02523/B sought installation of replacement garage doors. Permitted.
Representations
Peel Town Commissioners recommend that this application be approved. The Highways Division does not oppose this application.
Assessment
The main issue to be considered in the assessment of this application is the impact of the proposed development upon the character and appearance of the Conservation Area.
The proposed windows would replicate the method of opening and glazing bar pattern of the existing windows and accordingly the character of the conservation would be adequately preserved. Whilst the window above the garage door would have a different number of glazing bars, it is not judged that this would be detrimental to the character of the area.
It is concluded that the proposal would be acceptable and would fulfil the requirements of EP35.
Recommendation
Permit.
Party Status
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
Peel Town Commissioners The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
