The proposal exceeds Housing Policy 14's 50% footprint increase (88% larger, 194m² to 365m²) and does not replace a 'poor form' dwelling or clearly reduce visual impact, achieving only neutral effect,…
Housing Policy 14
Requires replacement dwellings not substantially different in siting/size (max 50% footprint increase, on existing footprint) unless improving environment; design per Circular 3/91 policies 2-7. Proposal exceeds size (88%) with neutral visual effect, not 'poor form' replacement, but officer applied flexibility: hamlet location (not open countryside) contains development without harm; design traditional from public views, screened rear contemporary elements acceptable.
Policies 2-7 (inclusive) of Planning Circular 3/91
Covers design, proportion, massing for countryside dwellings. Public elevations replicate traditional Manx two-storey form/proportion; rear private elements use glazing/timber but overall mass replicates house+barn footprints with sweeping roof, blending styles successfully as in other approvals.
