Application No.: 10/00697/B Applicant: Department Of Education Works Division Proposal: Extension and alteration to main entrance Site Address: Castle Rushen High School Arbory Road Castletown Isle Of Man IM9 1RE ### Considerations Case Officer : Miss Laura Davy Photo Taken: 02.06.2010 Site Visit: 02.06.2010 Expected Decision Level: Senior Planning Officer ### Written Representations ### Consultations Consultee : Highways Division Notes : Consultee : Castletown Commissioners Notes : Consultee : Drainage Division Notes: Comments received
The site represents the curtilage of Castle Rushen High School which is located on the southern side of Arbory Road oppose the Buchan and alongside the Southern Swimming Pool. The school is a large building encompassing older and modern elements and with a sports hall, tennis courts and playing fields within its curtilage. The works which are proposed in this application relate to more modern elements of the complex.
Proposed is the extension and alterations to the main entrance, including the removal of both sets of double doors, and extending the entrance. This would project approximately 3.5 m further toward the front steps. The proposed also includes the installation of sliding doors, and internal alterations to the entrance.
The following previous application is considered specifically material in the assessment of the current application:
PA 10/00313/B Installation of new entrance doors and creation of a window to staff room stairwell
The above application was permitted.
The application site is within an area zoned for "Education" identified on the Castletown Area Plan 2001. It is appropriate to consider Community Policy 5 of the Isle of Man Strategic Plan (20th June 2007).
Castletown Commissioners have not commented Highways Division have not commented Isle of Man Water and Sewerage Authority have made comments: "There must be No discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Isle of Man Water \& Sewerage Authority, Drainage Division and the Sewerage Act 1999."
It is relevant to consider Community Policy 5, which states: "Permission will generally be given for proposals to improve or extend existing schools and institutions of higher education and to build new schools, subject to their being sited and designed in having particular regard to the potential for community use of the buildings and the associated Open Space."
Having considered the proposed development against the above policy, it is judged that the alterations and extension to the main entrance would have very little impact on the character or appearance of the building.
The application is for very minor alterations to the building, which would have little or no impact to the surrounding area in general.
For the above reasons the application is considered acceptable, and is recommended for approval.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be affordec party status.
