The change of use application is being made to change the use of Castle House, Ronaldsway Industrial estate, Ballasalla, IM9 2AW for the purposes of entertainment, events and activities.
There will be no structural change to the building as the current layout is conducive to the plan.

Amplified music would be played for various events.
A noise report has been conducted by the environmental protection unit and the results show that Average noise levels from a Disco are approximately 98 dB and at this level the dB level at the nearest residential location would be 40dB which is the equivalent to the lowest observed adverse effect level (LOAEL) for night noise.
We can confirm that the dB levels from the activities at Castle House will never exceed this acceptable level of 40dB.

The number of people attending the building at any one time would not exceed more than 200 at any one time. This number could rise to 500 on an average of 5 times a year for larger scale events. For all other times the numbers are not expected to exceed more than 200 at any one time.
There is currently onsite private parking for up to 101 cars and road side public parking for a further 40 cars. There is also 795 public car parking spaces at the Isle Of Man airport. There is a train stop 100 yards from the building and bus stops 100 yards across the road at the IOM airport.
The normal opening times would be between 9am – 10pm on weekdays and upto 12 midnight on weekends.
The number of people visiting the building would be different depending on what the building was actually used for on a particular day but as a guide the following numbers have been generated.
Monday – no more than 100 at any one time Tuesday - no more than 120 at any one time Wednesday – no more than 120 at any one time Thursday - 8am – no more than 150 at any one time Friday - 8am – no more than 200 at any one time Saturday - 8am – no more than 200 at any one time Sunday - 8am – no more than 150 at any one time Demographics of those visiting the building would be Under 16 years old = 80% Over 16 years old = 20%
We have calculated that there is adequate parking for the number of drivers that would be visiting the building at any one time as 80% of the visitors would under 16 years of age and so not of a legal age to drive and would either arrive by public transport or arrange other forms of transport to and from the building.
There would be an amount of under 16 year olds that would possibly be accompanied by a driver and the parking facilities would be adequate for this.
At other times when the majority of the visitors were over 16 years of age this would be for events where people would normally leave their cars at home and/or car share so they could collect their cars the following day this is something that we would encourage and would also provide a park and ride service from nearby public carparks.
