Officer's Report
The Site
The site represents a small square within the grassed area to the south of Clifton Road, between the car park and Kallow Point Road. The area is open and grassed with rocky outcrops to the south around the coastline. The Raad ny Foillan runs along Clifton Road around the coast of the Island.
Planning Status
The area is identified as pos within an area of Registered Trees/although there are no trees on the site on the draft Southern Area Plan which was published on 23rd October, 2009. On the Town and Country Planning (Development Plan) Order 1982 the site is identified as Public Open Space.
Planning History
No planning applications have been submitted in respect of this site.
The Proposal
Now proposed is the erection of four small information boards. They will each be 0.8m high on a 7cm by 7cm square post and with an angled board on top on which will be displayed information on marine wildlife.
Representations
Port St. Mary Commissioners raise no objection to the application The owner of Geay Varrey, which is one of the closest properties to the site, indicates that he does not oppose the application.
Assessment
The site is not designated for development. However the signs will assist interpretation of the wildlife of the area and be of benefit to those using the open space with little visual impact.
As such, the signs are considered to be a welcome addition to the area of public space and is recommended for approval.
Party Status
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
