Environment Policy 2
Requires protection of landscape character in Areas of High Landscape or Coastal Value unless development would not harm character/quality or location is essential. Officer found proposal would not adversely impact due to existing boundary treatment and proposed additional trees providing screening, reducing visual impact on neighbours and landscape.
General Policy 3
Permits development outside zoned areas only for essential agriculture/forestry operations or similar exceptions. Officer judged the building essential for housing golf course maintenance machinery for the established business, as no suitable existing structures exist and alternative siting impracticable.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
