Haydn Minay Limited applied retrospectively for a customer car park behind their garage in Onchan, which was approved by the Planning Authority subject to conditions including a fence to protect nearby residents. Mrs J Cullen, resident at No 19 Church Road, appealed on grounds of noise, visual impact, inadequate fencing, flooding risk and landscaping. The inspector assessed impacts on conservation area character and residential amenity, finding the car park would reduce on-street parking congestion, preserve conservation area character, and not harm living conditions due to the protective fencing. Flooding concerns were dismissed due to lack of evidence and permeable surfacing. The appeal was dismissed on 9 May 2013, confirming the approval with refined conditions.
